African Countries With Zero Duty on Solar Batteries — and the Catch
The line every African importer repeats is "solar is duty-free." For modules that is often true. For the LiFePO4 bank sitting next to the panels, it is usually not — and that gap is where landed-cost quotes blow up at the port.
The catch: the battery is a different HS code
Solar PV modules are commonly zero-rated under ECOWAS and EAC tariff schedules. Stationary lithium batteries are HS 8507.60, a separate line item, and many customs unions still assess it at the general battery rate. Quote 8507.60 on its own, never folded into the module line.
Markets that have moved toward zero battery duty
These have renewable-energy incentive lists where, with correct classification, the battery lands at zero or near-zero. Confirm the 2026 rate per shipment with a licensed broker:
- South Africa — under the ITAC solar rebate schedule; confirm HS 8507.60 specifically, since the rebate is written for solar components.
- Kenya and EAC members — solar incentive schedules periodically zero-rate storage; verify the current EAC CET entry for 8507.60.
- Nigeria — the Finance Act renewable-energy exemption covers clean energy equipment, but the battery line must be confirmed against 8507.60, not assumed from the module exemption.
- Rwanda / Ethiopia — investment and SEZ incentives can zero the battery for approved projects.
The broader import playbook is in our China import guide, and the market-by-market demand picture in our emerging-markets guide.
Why quotes do not match at the port
Importers apply the solar-module rate to the battery. Customs classifies 8507.60 independently, so the battery is assessed at the battery rate and the difference is paid at clearance plus demurrage. Classify correctly up front. For a full off-grid build where module and battery land together, our off-grid system guide breaks the BOM by HS code.
Two rules before you quote
First, never quote "solar = 0%" for the battery. Second, confirm 8507.60 with a broker in the destination country for the shipment month — these schedules shift. The cost of one broker call is a fraction of one port penalty.
Quoting a battery shipment to Africa?
Tell us destination port and volume. We return the BOM by HS code and the documents (IEC 62619, UN38.3, MSDS) the broker will ask for.

Are solar batteries duty-free everywhere in Africa?
No. Solar PV modules are frequently zero-rated, but stationary lithium batteries (HS 8507.60) are a separate line item and are often still dutiable.
Which African markets have moved toward zero battery duty?
South Africa (ITAC solar rebate), Kenya and EAC members (solar incentive schedules), Nigeria (renewables exemption, battery line needs confirmation), and Rwanda or Ethiopia via investment/SEZ incentives. Rates change, so verify per shipment.
What HS code do I quote for a LiFePO4 pack?
Stationary LiFePO4 packs are HS 8507.60. Quote that code specifically, separate from the module code.
Why does my duty quote not match at the port?
Importers often apply the solar-module rate to the battery. Customs classifies 8507.60 on its own, so the battery is assessed at the battery rate.
