If a battery fails UN38.3, it cannot be shipped by air, sea, rail, or road . carriers and customs reject it. Why UN38.3 is not optional
UN38.3 sits inside the UN Model Regulations (ST/SG/AC.10/11/Rev.7) and is adopted by IATA, IMO, and ADR. Every lithium battery . cell, pack, or power bank . must pass eight tests: altitude, thermal, vibration, shock, external short circuit, impact, overcharge, and forced discharge. A valid test summary must travel with the shipment.
What actually fails
